If the joints are raised because they were not correctly taped and filled before the previous skim, the only reliable fix is to re-skim over a correctly prepared surface. If the boards themselves are not flat — because they are not fixed at the correct spacing or the studs behind are not plumb — the boarding needs addressing before a new skim will produce a flat result.
